District of Columbia Public Benefit Funds for Energy Efficiency

The District of Columbia's electric restructuring legislation mandated a Reliable Energy Trust Fund (RETF) to pay for universal service, energy efficiency and renewable energy programs. Households eligible for the Residential Aid Discount can also participate in the RETF low-income weatherization program, which includes an in-home energy audit and some basic weatherization measures. The RETF allowed the DC Energy Office, which administers the weatherization program, to expand the program from 450 to 900 homes. The program's budget is about $1.2 million.
