Utah Utility Rate Assistance
- The Home Electric
Lifeline Program (HELP) provides an $11 per month discount
to low-income customers of Rocky Mountain Power. HELP operates in coordination with the
state LIHEAP; applicants can apply at the same time for both programs.
It is funded by a surcharge on all electric customer bills, about
$0.12 per month for the average residential customer.
