LIHEAP Funding Finalized for 2005

The Consolidated Appropriations bill, signed into law December 8, included FY 2005 appropriations for the Department of Health and Human Services. LIHEAP received an appropriation of $2.2 billion, which includes $1.9 billion for regular block grant funds and $300 million for emergency contingency funds. Most federal programs, including LIHEAP, incurred an across-the-board rescission of 0.8%. Therefore, the final LIHEAP figures are $1,884.8 billion for regular block grant funds and $297.6 million for emergency contingency funds. The 0.8% rescission must be applied to all LIHEAP program categories, including leveraging and REACH funds.

The $500,000 evaluation study that was part of the President's FY 2005 budget request for LIHEAP was not included in the final appropriations bill.   

The FY 2005 state LIHEAP allocations table shows states' gross and net allotments and includes 1st and 2nd quarter totals (additional 1st quarter funds that states will receive, what has been awarded to date and 2nd quarter amounts). The table also provides a separate spreadsheet on tribal allocations.

With passage of the final appropriation, tribes and territories will receive the remainder of their full year allocations at the $1.884.8 billion dollar level. States will receive their full second quarter allocations shortly after January 1 st.
