President Signs Conferees Budget Bill; $1.8 Billion in FY 2003 for LIHEAP

President Bush signed the Omnibus Appropriations Bill for Fiscal Year 2003 (H.J. Res. 2) on February 20, approving $1.8 billion in regular grant funding for LIHEAP.

The conference report included $1.7 billion in new funding for LIHEAP state grants, subject to the 0.65 percent across-the-board reduction in appropriations, as well as a provision that converted $100 million in unspent contingency funding approved in FY 2001 to regular state grant funding. Adding the $200 million in emergency money that states received in January, the total program funding is $1,988,300,000.

No "emergency" money - that is, contingency funds that can be released by the White House at the President's discretion - was included for the FY 2003 program.
