Low-Income Energy and Telephone Publication

The AARP has a new publication titled Energy and Telephone Assistance in the States: Public Programs That Help Low-Income Households. It provides a general overview of the federal energy and telephone discount programs (LIHEAP and the Weatherization Assistance Program, and Lifeline and Link-up, which assist low-income households obtaining and maintaining phone service) as well as individual state profiles of these programs. It also details each state's seasonal, health and income-related disconnection policies. The 324- page document is available from the AARP Research Center's web site and hard copies are also available.
