States and Tribes Receive $26.9 Million in Leveraging Awards

The Department of Health and Human Services announced the release of $26.9 million to states and tribes for FY 2009 leveraging incentive awards. The leveraging awards, to be released before the end of October, are based on FY 2008 leveraging applications that reflected activities conducted in FY 2007.

Of the $26.9 million, 40 states will share $23.2 million and 25 tribes and 1 territory will share $3.7 million in incentive awards.

Provisions of the continuing resolution that was signed into law September 30, indicated that the entire $5.1 billion provided for LIHEAP must go out to states within 30 days of the bill’s enactment. Under these provisions, funds for FY 2009 leveraging awards that typically would have been released next spring would not be available.

FY 2008 leveraging awards were not released because leveraging and REACH were not authorized for funding in FY 2008.

States are asked not to submit FY 2009 leveraging applications that are normally due November 30, 2008 and to resume the usual schedule next year when FY 2009 leveraging applications are due November 30, 2009.
