New Hampshire Provides State Funds for LIHEAPNew Hampshire has allocated $10 million to support the state’s LIHEAP. The measure passed with overwhelming majorities in a legislative special session and Gov. John Lynch signed September 24. The money will allow the state to provide heating assistance to more households. Last year it served 35,351; it expects to serve at least 39,000 with the additional funds. Expected escalation of heating costs prompted the state’s action: the price of heating oil on September 8 was 57 percent higher than it was in September 2007, at $3.97 a gallon. Natural gas was 28 percent higher, kerosene 55 percent, and propane was up 30 percent. Over half of New Hampshire households use heating oil or other bulk fuels for heat. The source of the $10 million is undesignated funds from the current state budget. The state funds will be repaid by any federal LIHEAP appropriations received this year above New Hampshire’s expected funding of $27.5 million. The bill also directed $1.2 million to supplement the state’s weatherization program, with the money expected to come from the state's first auction of carbon credits, which power companies must buy under a regional greenhouse gas compact New Hampshire joined this year.
