State Programs Overview

Welcome to the LIHEAP Clearinghouse State LIHEAP Programs/ Directors' Toolkit Site, where you can learn about LIHEAP administrative and programmatic variations.

The resources herein include state-by-state tables on key program variations such as administrative practices, outreach activities, LIHEAP caseloads, budget components, program duration, poverty income guidelines, assets tests, benefit levels and others.

In addition to the state-by-state tables, there are numerous other resources that we call "toolkit" items, including narrative summaries of program practices, surveys forms and agreements used by grantees, and links to state LIHEAP plans. Many items are "tools" developed by LIHEAP grantees which may be useful to other LIHEAP grantees for operating their programs.

A few precautions, however, about the limitations of this site. LIHEAP is a block grant; thus, states have considerable latitude in the design of their programs. Through annual review of state LIHEAP plans and interviews with LIHEAP directors, the LIHEAP Clearinghouse compiles data on many LIHEAP program characteristics. While every effort is made to disseminate the latest and most complete data, some information is from previous fiscal years, and the LIHEAP Clearinghouse has not verified all information with each state for recent changes. The information herein should be seen as a reflection of current trends in LIHEAP administrative and programmatic operations, not as definitive summaries from every state.

Furthermore, information on programs presented here should not be seen as an endorsement of any state policy by the U.S. Department of Health and Human Services. While there are infinite variations in how LIHEAP is operated, this site will include those program categories that seem to be the major areas of interest, based upon queries received by the LIHEAP Clearinghouse. The information presented is in many cases a general overview of an issue. Contact the LIHEAP Clearinghouse by phone or e-mail for more specific or additional information. In some cases information lends itself to state-by-state tables; other information is presented in narrative form in LIHEAP Clearinghouse memorandums.
